County Manager
Legal structure of the County Manager's Office
The County Manager's position is governed through Act 93-325 and Act 2001-451 (A Constitutional Amendment approved through a countywide vote) along with the applicable job description.
The county manager is responsible for managing diverse departments and services: Juvenile Detention, Personnel Services, Finance & Accounting including Business Revenue, License Offices, Community Services, Facilities & General Services, Airport, Public Facilities, Water Services, Environmental Services, Development Services – Building Codes and Land/Development Regulations, IT Services, Proprietary (Water & Solid Waste Disposal), Economic and Development-Tourism-Promotional-Work Readiness Projects or Initiatives and the planning and construction of public facilities.
Chad Scroggins serves as County Manager of Shelby County, Alabama with a focus on customer service in diverse operating areas. Mr. Scroggins began his public administration career with Shelby County in 2003 after working as a consultant and in heavy manufacturing in the environmental field. He holds undergraduate (BS) and graduate degrees (MS and MBA) from Samford University. Chad currently serves on the board for the Regional Planning Commission of Greater Birmingham, 58 INC, Leadership Shelby County, and Shelby County 911 and served previously with the Shelby County Community Health Foundation and CAWACO RC&D Council in addition to various civic, youth sports, and church volunteer roles. He is married with two children and resides in Shelby County.
