Shelby Urban County

Shelby County is an entitlement jurisdiction which means it is eligible to receive direct Community Development Block Grant (CDBG) funding from the United States Department of Housing and Urban Development (HUD). The County signed cooperation agreements with the following participating municipalities to create the Urban County: Alabaster, Calera, Chelsea, Columbiana, Harpersville, Helena, Indian Springs Village, Montevallo, Pelham, Vincent, Westover, Wilsonville, and Wilton. The geographic area of the Shelby Urban County covers the unincorporated areas of Shelby County and the full corporate boundaries of these municipalities which may lie within other adjoining counties. Shelby County funds CDBG projects within the Shelby Urban County but does not fund CDBG projects within the portions of the municipalities of Birmingham, Hoover, Leeds, or Vestavia Hills that lie within the county.

The Shelby County Commission, following a 30 day public comment period and public hearing, adopted the Shelby Urban County 2024-2028 Consolidated Plan and 2024 Annual Action Plan in July 2024. Shelby County was allocated $858,304 in CDBG funding for Program Year 2024. The projects selected in the 2024 Annual Action Plan to receive this funding were the Wilsonville Wastewater Treatment Plant Project and the Columbiana Sports Complex Baseball Fields Relight Project. The County's program year runs from October 1 through September 30.

The CDBG Program is intended to address the needs for public facilities, economic development, housing, public services, and other eligible activities in unincorporated areas and within participating municipalities in the Shelby Urban County. All activities funded through this program are designed to support HUD's National Objectives that:

  • Benefit to low- and moderate-income (LMI) persons;
  • Aid in the prevention or elimination of slums or blight; and
  • Meet an urgent need.
